EU should respond rapidly to Myanmar reforms: top EU official (Reuters)

YANGON (Reuters) ? The European Union should respond fast to changes under way in Myanmar driven by a former military junta leader and "key reformer" committed to democracy and boosting the country's economy, a top EU official said on Monday.

European Commissioner for Development Andris Piebalgs said President Thein Sein gave clear confirmation reforms would continue in Myanmar and an 11-month-old civilian government stacked with former generals appeared to have changed its tack from the days of iron-fisted military rule.

The EU is keen to ease sanctions it placed on Myanmar for the former junta's atrocious human rights record, but needs more than just assurances of reforms in order to convince all 27 members states to lift the embargoes, he said.

"The president is a key reformer, he is part of the changes ... I got clear confirmation the president is fully committed to the reforms," Piebalgs, the most senior EU official to meet Myanmar's civilian rulers, told Reuters in an interview after his landmark visit to the capital Naypyitaw.

"Evolution is possible," he said. "There's a possibility that people transform their thinking, they become more open, they see the challenges the country faces and they would like to lead the real change ... so it's important to notice that this is not the same country."

Thein Sein, the former junta's fourth-in-command, has overseen a series of changes that have stunned the international community, including the release of an estimated 650 political prisoners and ceasefire deals with ethnic rebel groups in its push to get Western sanctions removed.

Piebalgs came to Myanmar for a three-day visit to announced a new 150 million euro ($198 million) development package that would support health and education but said it would have little impact on an underdeveloped country that faced high expectations from its people and urgently needed to stimulate its economy.

A further easing of EU sanctions, which started last month with suspension of travel bans on top government officials, would allow Myanmar tariff-free access to European markets under its "Everything But Arms" initiative, which could create jobs and be a major boost the economy, he said.

'ACT RAPIDLY'

It was therefore crucial the EU to moved fast in responding to the changes, he said.

"I don't have the power to speak for 27 countries that should agree on this, but I clearly said (to the government) that if the (reform) process continues then sanctions will be lifted as soon as possible," he said.

"I will try to convince (member states) of this positive change and the need to act rapidly," he said. "If the process is moving in the right direction, you should not lose momentum when you can make the most positive influence to the country.

"If you don't respond, you lose opportunities that you would like to take to support democracy, human rights and prosperity."

A key litmus test of the government's sincerity will be the holding of free and fair by-elections on April 1, which take place just weeks ahead of the EU's annual sanctions review.

The parliamentary polls will be contested by Nobel laureate Aung San Suu Kyi and her National League for Democracy (NLD), the opposition party that boycotted the 2010 vote but was urged by Thein Sein to join Myanmar's fledgling democratic system.

Piebalgs said Suu Kyi was Myanmar's biggest strength and her participation in politics was crucial, because the country had a "lot of vulnerabilities."

Myanmar's economy was still fragile, he said, and wealth from its oil, gas, timber and gemstones needed to be shared evenly among its 60 million people, many of which live in poverty. Ceasefires with armed ethnic groups needed to hold and the government should be to be open to criticism and scrutiny.

Piebalgs said he expected European businesses would not race to get into Myanmar because of its long-standing stigma and reputation for political risks and once sanctions were removed, it was up to the government and member states to encourage investors and win their confidence.

"They will not come by themselves because they'll say 'how stable is this change?'," he said.

"I believe this country has big enough opportunities and has a lot of wealth potential, but at the same time, companies will be extremely conservative and that's where I'm a bit afraid we will lose time. Investments could make a difference."

Violence offers glimpse of Greece's reform challenge (Reuters)

ATHENS (Reuters) ? Greeks swept rocks and broken glass from the streets of Athens on Monday after a night of violence that gave lawmakers a taste of the challenge they face in implementing a deeply unpopular austerity bill demanded by the country's foreign lenders.

Firefighters doused the smoldering remains of several buildings, set ablaze by hooded youths during protests against the package of pay, pension and job cuts adopted by parliament on Sunday after 10 hours of debate.

The bill was the price of a 130 billion euro ($172 billion) EU/IMF bailout to save Greece from a chaotic default next month.

The government of Prime Minister Lucas Papademos must come up with a further 325 million euros in budget savings to satisfy euro zone finance ministers, scheduled to meet on Wednesday, and political leaders must commit to implementing the measures even after an election penciled in for April.

Papademos' government saw 43 deputies rebel in what may be an indication of the difficulties in ensuring politicians stick to the program, which include a 22 percent cut in the minimum wage -- a package critics say condemns the economy to an ever-deeper downward spiral.

Police said 150 shops were looted in the capital and 48 buildings set ablaze. Some 100 people - including 68 police - were wounded and 130 detained, a police official said on Monday.

There was also violence in cities across the country, including Greece's second-largest city Thessaloniki and the islands of Corfu and Crete, said the official, who declined to be named.

Greeks were shocked at the burnt buildings that included the neo-classical home to the Attikon cinema dating from 1870.

"We are all very angry with these measures but this is not the way out," said Dimitris Hatzichristos, 30, a public sector worker surveying the debris.

Altogether 199 of the 300 lawmakers backed the controversial bill. The 43 who rebelled were immediately expelled by their parties, the socialists and conservatives.

"Night of terror inside and outside the parliament," conservative daily Eleftheros Typos wrote on its front page.

Asian shares and the euro gained modestly on Monday and MSCI's broadest index of Asia Pacific shares outside Japan edged up as much as 0.3 percent.

"SHORT-TERM SACRIFICES"

Papademos, a technocrat brought in to get a grip on the crisis, denounced the worst breakdown of order since 2008, when violence gripped Greece for weeks after police shot a 15-year-old schoolboy.

"Vandalism, violence and destruction have no place in a democratic country and won't be tolerated," he told parliament on Sunday as it prepared to vote.

But he said that imposing the austerity on a nation that has already endured several years of cuts would be tough.

"The full, timely and effective implementation of the program won't be easy. We are fully aware that the economic program means short-term sacrifices for the Greek people," Papademos said.

Greece needs the international funds before March 20 to meet debt repayments of 14.5 billion euros, or suffer a chaotic default that could shake the euro zone.

"It was just as hard for us to say 'Yes' as it was for fellow members of the parliament to say 'No' ... I said 'Yes', because 'No' would be catastrophic," Yannis Magriotis, Deputy Infrastructure Minister (from PASOK), told Mega TV on Monday.

Overnight, a Reuters photographer saw buildings engulfed in flames and huge plumes of smoke rose in the night sky outside parliament.

"We are facing destruction. Our country, our home, has become ripe for burning, the centre of Athens is in flames. We cannot allow populism to burn our country down," conservative lawmaker Costis Hatzidakis told parliament.

The air in Syntagma Square outside parliament was thick with teargas as riot police fought running battles with youths who smashed marble balustrades and hurled stones and petrol bombs.

Terrified Greeks and tourists fled the rock-strewn streets and the clouds of stinging gas, cramming into hotel lobbies for shelter as lines of riot police struggled to contain the mayhem.

On the streets of Athens many businesses were ablaze, including a building housing the Asty, an underground cinema used by the Gestapo as a torture chamber during World War Two.

ENOUGH

The EU and IMF say they have had enough of broken promises and that the funds will be released only with the clear commitment of Greek political leaders that they will implement the reforms whoever wins the April election.

The bill sets out 3.3 billion euros ($4.35 billion) of extra budget cuts for this year alone.

It also provides for a bond swap to ease Greece's debt burden by cutting the real value of private-sector investors' bond holdings by some 70 percent. Greece would have missed a February 17 deadline to offer a debt "haircut" to private bondholders if the vote had not been passed.

Many Greeks believe their living standards are collapsing already and the new measures will deepen their misery.

"Enough is enough!" said 89-year-old Manolis Glezos, one of Greece's most famous leftists. "They have no idea what an uprising by the Greek people means. And the Greek people, regardless of ideology, have risen."

Glezos is a national hero for sneaking up the Acropolis at night in 1941 and tearing down a Nazi flag from under the noses of the German occupiers, raising the morale of Athens residents.

Riots spread as Greek lawmakers OK debt bill

ATHENS, Greece?? As the Greek parliament approved a deeply unpopular austerity bill to secure a second bailout from the European Union and International Monetary Fund, protesters stormed Athens, setting fire to buildings and throwing bombs made of gas canisters at police.

The historic vote paves the way for Greece's European partners and the International Monetary Fund to release $170 billion (?130 billion) in new rescue loans, without which Greece would default on its mountain of debt next month and likely leave the eurozone ? a scenario that would further roil global markets.

But critics worry that the bill, which will reduce the minimum wage by 22 percent and slash one in five civil service jobs, will condemn the Greek economy to an ever-deeper downward spiral.

As lawmakers convened to vote, 100,000 protesters descended on the capitol. At least 45 buildings were burned, including one housing the Asty, an underground cinema used by the Gestapo during World War II as a torture chamber.

As riots raged for hours, police advanced across the square, firing tear gas and stun grenades. Black-masked protesters created a wall of fire with petrol bombs. Loud booms from the protests could be heard inside parliament.

Fifty police officers and at least 55 protesters were hospitalized. Forty-five suspected rioters were arrested and another 40 were detained.

"I've had it! I can't take it anymore. There's no point in living in this country anymore," said a man walking through his smashed and looted optician store.

Violence also spread to six other Greek cities, the worst in central Volos where the town hall and tax office were damaged by fire.

Greek Prime Minister Lucas Papademos had urged lawmakers to back the bailout reforms, saying the "wrong decision" in the bailout vote would lead to catastrophic default and exit from the euro.

Altogether 199 of the 300 lawmakers backed the bill, but 43 deputies from the two parties in Papademos? government, the socialists and conservatives, rebelled by voting against. They were immediately expelled by their parties.

'Issue of survival'
Since May 2010, Greece has survived on a ?110 billion ($145 billion) bailout from its European partners and the International Monetary Fund. When that proved insufficient, a new rescue loan package worth a further ?130 billion ($171 billion) was decided ? combined with a massive bond swap deal that will write off half the country's privately held debt.

For both deals to materialize, Greece must persuade its deeply skeptical creditors that it has the will and ability to implement spending cuts and public sector reforms that will end years of fiscal profligacy and tame gaping budget deficits.

"Our country has an acute issue of survival," Finance Minister Evangelos Venizelos said.?

"The question is not whether some salaries and pensions will be curtailed, but whether we will be able to pay even these reduced wages and pensions," Venizelos said. "When you have to choose between bad and worse, you will pick what is bad to avoid what is worse."

The new cuts, which follow two years of harsh income losses and tax hikes ? amid a deep recession and record high unemployment ? have been demanded by Greece's bailout creditors in return for a new batch of vital rescue loans.

Pressure from Europe
Euro zone paymaster Germany ratcheted up the pressure on Sunday.

"The promises from Greece aren't enough for us anymore," German Finance Minister Wolfgang Schaeuble said in an interview published Sunday in Welt am Sonntag newspaper.

"Greece needs to do its own homework to become competitive, whether that happens in conjunction with a new rescue program or by another route that we actually don't want to take," he said.

When asked if that other route meant Greece quitting the euro zone, Schaeuble said: "That is all in the hands of the Greeks themselves. But even in the event (Greece leaves the euro zone), which almost no one assumes will happen, they will still remain part of Europe."

Introducing the legislation Sunday, Socialist lawmaker Sofia Yiannaka said the intense pressure from Greece's EU partners to pass the measures was the result of delays in implementing already agreed reforms.

"The delays have our imprint. We should not blame foreigners for them," she said.

TSA expands expedited airport screening program

The Transportation Security Administration is expanding its pre-screening airport security program to 28 additional airports in 2012. NBC's Tom Costello reports.

The Transportation Security Administration is expanding PreCheck -- its pre-screening airport security program -- to 28 additional airports in 2012, the agency announced Wednesday.

The program, currently in place in seven airports, allows approved fliers to pass through security without having to remove their shoes, belt and jacket. Laptops can also stay in their bags as can TSA-approved liquids placed in carry-ons.

?The expansion of [the program] to the nation?s busiest airports will increase our security capabilities and expedite the screening process for travelers we consider our trusted partners,?said Department of Homeland Secretary Janet Napolitano in a statement.

The TSA has already screened 336,000 fliers through the program, which began last year at seven airports. Eligible participants include U.S. citizens who are frequent fliers on selected airlines. Fliers interested in participating can apply via the government's Global Entry website.

Once a flier is approved, information is then embedded in the barcode of his or her boarding pass, which is scanned at the security checkpoint, where the flier may be directed to an expedited screening lane.

Michael Schneider, the Los Angeles-based owner of Mobile Roadie, a company that helps non-techies make apps, is an American Airlines Executive Platinum flier who was invited by the airline to join the TSA?s PreCheck program a few months ago.

Department of Homeland Security Secretary Janet Napolitano and TSA Administrator John S. Pistole on Wednesday announced the expansion of TSA's passenger pre-screening program to 28 additional airports across the country.

Schneider was already a participant in Global Entry, the U.S. Customs and Border Protection program that allows pre-approved low-risk international travelers to pass through customs quickly. Schneider says participating in PreCheck only required filling out an online form.

Handing over additional personal information was worth the convenience at the airport. ?I have nothing to hide," Schneider said. ?And when you travel as much as I do -- 150,000 miles a year -- the little things [like] belt off, shoes off, laptop out add up to a drag.??

TSA spokesperson Greg Soule told msnbc.com that Salt Lake City, New York?s JFK, Washington?s Reagan National and Chicago?s O?Hare airports will be added to the program by the end of March. These remaining 24 airports will be added by the end of the year:

Kleiner Perkins Debuts First Engineering Fellows Class

Last year, venture firm Kleiner Perkins debuted its plans for a summer internship program to place top engineering talent from colleges at the firm's portfolio companies. The benefit is two-fold: students get to work at the startup level, are mentored (and have the prestige of Kleiner Perkins on their resume) and startups get access to young engineering talent. Today, Kleiner is debuting the first inaugural class of the fellow program. As Kleiner explains, the goal of the paid fellowship is to give engineering students the experience of working on tough technical problems at startups. Fellows are placed at Kleiner portfolio startups and are also invited to exclusive events at Twitter and Zynga, where they can network.
